Issue Vaccination Certificates for Palestinians Residing in Israel Legally

The Association for Civil Rights (ACRI) has received complaints from Palestinians and family members of Israeli citizens and residents who have lived legally in Israel for years and are covered by a special state health insurance plan.


The Association concluded that, although vaccinated against or recovered from the Corona Virus, Palestinians residing legally in Israel are not eligible for a green card, a state-issued vaccination certificate, merely because they have a Palestinian ID number.


Consequently, we asked the Minister of Health to allow the immediate issuance of vaccination certificates to insured Palestinians who have been vaccinated against or recovered from the virus in Israel, as their medical history is with the insuring health funds. In her appeal, Adv. Reut Sha'ar of ACRI pointed out that the vaccination certificate is needed to exercise a number of basic rights, such as the right to work, access services, and enter institutions.
