An End to Segregation in the Educational Institutions in Petah Tikvah

On 7.7.2020, following a previous petition in the matter, we filed a second petition against the Municipality of Petah Tikvah and the Ministry of Education, along with the Clinic for Law and Education Policy in Haifa University and ASSAF - the Aid Organization for Refugees and Asylum Seekers in Israel. The petition, submitted on behalf of 242 children, focused on the ongoing refusal of the Municipality to enroll children of asylum seekers, especially Eritreans, to the educational institutions in the city. We demanded of the Municipality to enroll all the children, and to assign them to integrated classrooms with children who are Israeli citizens. We further demanded of the Minister of Education to enact his authority and conduct the enrollment himself, should the Municipality fail to do so.


Following the petition, tens of children were enrolled into integrated classrooms. On 19.11.2020, we submitted to the court an agreement which we came to with the Municipality of Petah Tikvah and the Ministry of Education, eliminating the phenomenon of segregated kindergartens in the city as of next school year. According to the agreement, the enrollment into the educational institutions in the city, especially kindergartens, will be done in an integrative fashion, so that there will not be segregated structures for children of immigrants and Israeli children, and that the conditions of enrollment and assignments for children of asylum seekers will be identical to those of children who are Israeli citizens. The court authorized the agreement in the verdict.
