Equal Opportunity in Land Tenders

On July 28, 2025, ACRI approached the Attorney General, the Accountant General at the Ministry of Finance, and the Israel Land Authority (ILA), requesting the cancellation of a tender for marketing plots in the settlement of Katzir exclusively to reservists. In the appeal, Elza Bugnet from ACRI's legal department argues that the dedicated allocation of land exclusively to military veterans effectively means that minority groups that do not serve, including Arabs, ultra-Orthodox Jews, and people with disabilities, are ineligible. Therefore, the tender constitutes improper discrimination based on nationality, religion, and disability. 


The appeal emphasizes the obligation of state authorities to uphold equality in tenders and not to discriminate among bidders "due to disability, gender, sexual orientation, personal status, age, parenthood, race, religion, nationality, country of origin, worldview, or party membership." It further notes that the tender deviates from proper administrative principles. Among other things, the Accountant General at the Ministry of Finance demanded to halt the tender due to flaws and deficiencies found in it.  


ACRI requested that the tender be cancelled so that it can be fixed in line with the principles of equal opportunity. Additionally, ACRI requested that other tenders be examined to ensure that they do not have similar issues, and to correct and republish those that do.
