Reopen the Allenby Bridge Border Crossing

Allenby Bridge is the border crossing connecting the West Bank and the rest of the world. Palestinians from the West Bank and East Jerusalem pass through it to and from their travels abroad, and it is the point through which goods enter through or are exported from the West Bank. Thousands cross it daily, and it has been essential for imports from Jordan, which have increased significantly against the backdrop of the economic crisis in the West Bank since the outbreak of the war. 9% of aid to Gaza also passes through Allenby.
On Thursday, September 18, 2025, the border crossing at Allenby Bridge was closed after an attack during which a Jordanian truck driver killed two Israelis. It reopened on Monday, September 22, 2025, but the next day the Airports Authority announced that following instructions received from the political echelon, the crossing would be closed until further notice.
ACRI petitioned the Supreme Court on September 25, 2025, demanding that the crossing be reopened. The petition was filed on behalf of a Palestinian resident of the West Bank who had traveled abroad and was on her way back home through Amman, and on behalf of ACRI and HaMoked: Center for the Defense of the Individual.
The petition argues that the closure of Allenby Bridge to individuals, equipment, and goods violates the human rights of the millions of people living in the West Bank and East Jerusalem. It essentially imposes a siege on residents, and is likely to exacerbate the economic and humanitarian crisis already taking place in the West Bank. The Allenby crossing is under the responsibility of the military commander in the West Bank, who, according to international law, must care for the rights of Palestinian residents. The crossing is operated, according to military order, through the Airports Authority, but the "political echelon" does not have the authority to make decisions about the crossing in accordance with its political considerations; rather, the military commander has the authority and responsibility, in accordance with occupation law and administrative law provisions.
Shortly after filing the petition, the Airports Authority announced that the political echelon decided to open the crossing from Friday morning for passengers, while the cargo terminal would remain closed. On Friday morning, thousands of Palestinians arrived at both sides of the border crossing, but the Israeli Population Authority officials had declared a strike. In the end, only some of those who arrived managed to cross.
The court ordered the state to respond to the petition by September 30, 2025.
